Blue Shield of California is expanding its Virtual Blue program in 2027, adding up to 260,000 new members and pushing total enrollment past 410,000. The virtual-first plan has already shown real results — cutting overall care costs by 7–10% and reducing ER visits by more than 10%. The insurer says the growth is driven by strong member satisfaction and hard data.
Blue Shield of California is going bigger on virtual care. The insurer announced it will expand its Virtual Blue program starting January 2027, extending the benefit to fully insured PPO plans for mid-size employers (101–3,000 employees) and select individual and family plans. The move will bring in roughly 260,000 new members, pushing total enrollment to over 410,000 — more than doubling its current base of 150,000+ members.
Launched in 2023 in partnership with Accolade and TeleMed2U, Virtual Blue gives members access to a broad range of virtual health services at no extra cost, alongside care from providers in Blue Shield's PPO network. The program is designed to feel like a connected healthcare journey — from virtual visits to labs, specialists, and in-person care — rather than a fragmented series of one-off transactions.
By the Numbers:
Why it matters: Virtual-first care models are gaining traction as a practical way to reduce costs and improve access — and Blue Shield's data suggests they can meaningfully shift how people use the healthcare system. As more insurers look for ways to curb spending without sacrificing quality, programs like Virtual Blue offer a compelling, scalable blueprint.
