Two major Blue Cross plans are joining forces. Cambia Health Solutions and Arkansas Blue Cross Blue Shield have cleared regulatory approval from the Arkansas Insurance Department, putting their affiliation on track to close October 1. Arkansas Blue Cross will retain its local identity, board, and not-for-profit status while gaining access to Cambia's technology infrastructure and multi-state network.
Two Blues plans are officially on the merger runway. Cambia Health Solutions and Arkansas Blue Cross Blue Shield have received the green light from the Arkansas Insurance Department, clearing a key regulatory hurdle for their planned affiliation. First announced in November 2025, the deal is now expected to close on October 1, 2026.
Despite the integration, Arkansas Blue Cross will preserve its local identity — keeping its board of directors, philanthropic foundation, and not-for-profit, mutual insurance company status. In return, it gains access to Cambia's technology infrastructure and joins a growing affiliate network that includes Regence plans in Idaho, Oregon, Utah, and Washington, as well as Blue Cross Blue Shield of North Dakota.
Both organizations say the goal is to improve healthcare access and simplify the member experience through shared innovation and scale.
