The FDA has authorized three new JUUL2 e-cigarette products with lower nicotine concentrations to help adult smokers transition away from combustible cigarettes. Adults who fully switched showed reduced exposure to harmful chemicals. The FDA stresses these products are not "safe" or FDA-approved — just a lesser risk than traditional cigarettes.
The FDA has authorized three new JUUL2 e-cigarette products — a device plus tobacco- and menthol-flavored pods — designed to help adult smokers make the switch away from combustible cigarettes. The newly authorized pods come in at 18 mg/mL (roughly 1.5–1.6% nicotine), a notable step down from the 3% and 5% nicotine concentrations in JUUL products previously authorized in July 2025.
Adults who completely switched to JUUL2 products were exposed to lower levels of harmful chemicals compared to continued cigarette smoking. Menthol-flavored pods showed particularly strong results, with quit rates from combustible cigarettes ranging from 28.4% to 49.3% at 6 weeks — outpacing tobacco-flavored pods (19.9%–34.6%). The FDA cautions, however, that dual use (vaping and smoking simultaneously) doesn't carry the same benefits.
