A coalition of 23 mostly Democratic-led states filed a lawsuit in Maryland federal court Thursday, seeking to block the Trump administration from imposing new ideological conditions on Title X family planning grants. Led by New York, Maryland, and Massachusetts, the states argue that the Department of Health and Human Services (HHS) is unlawfully tying federal funding to political priorities — threatening care for millions of low-income and uninsured Americans.
The new HHS rules, announced in April and amended last month, require Title X applicants to eliminate DEI programs, recognize only male and female as biological sexes, and promote abstinence and "natural family planning" over contraception. States claim these conditions contradict the original Title X statute, which mandates broad counseling options and prohibits patient discrimination. They also allege HHS bypassed the legally required public comment process.
